The editors review each submitted manuscript in detail and decide whether to return it to the author or send it out for peer review. The peer review process is double-blind and each review is conducted by an independent reviewer. Based on at least two reviews, the Editorial Board will decide whether to (1) reject the manuscript, (2) ask the author to revise the manuscript based on the recommendations of the reviewers and the Editorial Board, or (3) publish the manuscript as is.
